It's enabled when you install it. You just have to hit the page that contains it. Which is:

http://<<yoursametimeserver>>/stcenter.nsf

If you are you using the IM entitlement license that comes with the Notes CAL then be aware that license does not include the use of Sametime Meetings/Conferencing
